2I agree with the two previous posters - even with space for the head cut out, I can't help but view all of that plastic around such a tiny baby as a suffocation hazard.
3ummmm, and the off gassing from so much plastic enveloping the baby..yuckers. No thanks. Slightly creepy and bad for the environment!
4I would assume you just slip it on while you run into a store or whatever, then remove it? If it's for keeping dry, you wouldn't leave it on in the car or anything. And with the cut out, it wouldn't work for long walks, the water would just drip in the cut out.
A better alternative would be just throwing a blanket over the bucket handle and then throwing it in the laundry, but I don't see this as a death trap unless used incorrectly.

6A little weird, how much time will you spend out in the rain anyway. If that is the case you should be concerned with him catching a cold.
7i want to meet the mother/father who buys this for her/his child.
8I don't know many people who go for long leisurely walks in the snow or rain with their baby exposed in a carrier anyway.
