Parents send their kids to school assuming it's a safe place to learn, but that wasn't the case in one Risen elementary school. An Arkansas first grade teacher has been placed on administrative leave after angry parents of nine of her twelve students brought child abuse allegations against her. They are accusing the educator of taping their young children to their chairs as punishment for not sitting still. The Sheriff's Department, DHS and the school board are all investigating the situation.

This happened in Massachusetts where daycare owners would tape the toddlers and babies to the walls with duct tape. I believe it ended when a baby died. I could be wrong here though because this is a long time ago. But I do know they were found out and the daycare was shut down.
1sounds like the teacher was really frustrated and ran out of resources. with only 12 kids in the class you'd think things would run pretty smoothly. very odd. so hard to get a total positive experience for your children in school. with cut backs, bullying, etc., makes you want to homeschool.
