While I think routine is great, it can be hard when you are in a place where routine is out of reach, like maybe a hotel or your in-laws house.
Sucking worked well for me as well.
And oh man, what would I do without swaddling. The Miracle Blanket was my best friend and my son used it until he started playing with his feet and wanted full time access to them.

Swaddling did wonders for both boys now we are trying to rely on routine for our 2 year old. I wish I could still swaddle him.
