In beyond disturbing news, the case of a 10-year-old girl who was French kissed by her babysitter's 62-year-old husband has lead to proposed legislation in Richmond, VA.

An Associated Press article explained that due to current laws, it was hard to hold the man accountable for his actions. It said:
The only crime prosecutors could charge the man with was contributing to the delinquency of a minor, which did not require that he register as a sex offender.

19I hope this law is not passed and I'm not a sex offender advocate but this law would lead to too many "innocent sex offenders" if one can be an innocent sex offender. Think about it, if your 19-year-old brother or son met a 12 going on 25 year old girl and the two started making out, no sex just kissing would you want his name to be in the same list as a man who has actually raped several women and girls. In Illinois you can be put on the sex offender list for restraining a child. A innocent man grabbed a girl who ran in front of his car and he is now on the list. People are so sex offender crazy these days they go online to find who is a sex offender in their neighborhood but they don't look into the details to see if the person on the list is an 18-year-old by who had sex with his 14-year-old girlfriend.
And like PerfectScore said how can the actions be proven.
